Desktop PC Loud fan and not booting

Had this problem for a while and I've exhausted my technical knowledge.

When i power up the pc the cpu fan goes full power and it will not boot.

I've tried replacing the psu, gfx card and cpu, with the same results.

Theres no beeping noises or flashing light codes. Green light comes on on the motherboard power light and it beeps if i try and boot without ram.

Ive tried removing the battery and replacing it after a few minutes.

Putting ram in individually.

Different monitor (HD and VGA)

Only use this PC for music and internet, occasionally play some old games on it.

Intel quad core 2 with 4 sticks of miscellaneous ram = to 6gb

Im crossing my fingers hoping its not a motherboard issue which its starting to sound like it is.

Anything else i can try?
 
it indeed sounds like an motherboard problem. try to find a friend with the same cpu socket and try component for component if all your components work your motherboard is broken and you have to get a new one. because your pc is old you won't get an refund. i'm sorry to say this but this repair will at least cost you 40 euro.
