Desktop PC - Unable to Turn ON though I seem to be able to charge a cell phone connected to the USB port.

Hopefully you can help me solve an issue that I am having with my PC Desktop.

A few days ago, I tried to turn on my PC desktop and it will not turn on.

Somehow it looks like the PC has power since my external hard drive that is connected to the PC is lit. I can charge my cell phone by connecting a USB cable to the PC.

- So I looked online for how to turn on the PC without a power button (removing the inside power cable that connects to the motherboard and using a screwdriver to connect the power sticks). It does not work; maybe I am doing it wrong?

- I also tested the power cable (that goes from the power surge) on another PC and it worked; so it is not that.

- I also tested the PSU by using a paper clip (I saw how on YouTube): I put a paper clip (on end in the green line end of the 24-pin connector and the other end in one the black line end of the 24-pin connector), connected the PSU back to the power cable and turned on the back o/I button and I could see some of the fan inside the PC turn. I could not see whether the fan inside the PSU was turning as I did not unscrew the PSU from the PC. Does this mean that the problem is not from the PSU?

One last thing: There is no light on the motherboard. I see a little black square with 88 on it that seem like it would be lit when the PC is on, but at the moment, there is no light.
The only light is the the orange little light at the Ethernet connector when the Ethernet cable is connected.

What else could it be? The motherboard, the RAM?
How do I know for sure?
What am I doing wrong?

Recommend to try this:
1) remove the gtx1080, disconnect the 2X1 TB HDD, use the onboard intel iGPU, also unplug the power core from the wall outlet. Clear the CMOS. After that, plug the power in and boot the PC.
If the PC does the same. then go to 2nd step.
If the PC can boot up, the HDD or gtx1080 may have problem.

2) If the PC can't boot, then unplug the power core, remove all the RAM, HDD/SSD too. Clear the CMOS, keep in mind you still use onboard iGPU, boot the PC again.
If the PC does not boot, the MB has problem in most of the time.
If the PC can boot, then add the hardware back one by one. In this way you know which hardware has problem.
