So I've come down this morning and hit the power on my pc as usual while milling about otherwise. After a while ai noticed that we hadn't even gotten to bios after ten minutes.

I rebooted the computer, noting the optical drive had a light on with boot.

Once started the computer turns on both my mouse and keyboard, but a few moments later only the basic LEDs on the keyboard remain (A Corsair K70). They seem to just... Stay on while nothing else happens.

Any ideas or suggestions greatly appreciated, if I've left anything out let me know.

Solution
It might be a sleep state related thing, try unplugging the computer for a minute or two then plugging it back in. Usually that will reset the startup procedures and let it boot.
[strike]The computer is a modified prebuilt. It has recently received a new PSU and has been given a HD7750 quiet edition.

I may not have been clear. Nothing appears on the display, though the power signals indicate activity on both the primary and secondary monitor.[/strike]

Reconnecting mains fixed this particular issue.
