Desktop performance issues

Hello everyone,
This desktop without a dedicated graphics, was used for editing & gaming for about four years, and now having performance issues. Doing things take longer than before. Sometimes it stutters and even freezes for a while when doing cpu intensive works. So you get the idea.

If added a graphics card like rx 460 or gtx 1050, will that help in performance improvement?
