Question Desktop reboot all-time

Evening. I changed the motherboard because installing fan and I switched in a wrong pin, then smell burn and can't boot the computer ( 0 energy)
I bought MSI z170 m5, with a new cpu cooler ( cooler master hyper 212)
I have:
550w bronce +, i5 6500, 2ram 8gb 2400, rx 580 8gb.
well I set up new motherboard with all the components, then was working proper for 10m with windows, after shouted down and start with reboot, turn on lights and fans for 2 or 10 seconds.

I toke out the mobo battery to reset and nothing happen. the graphic card fans are not spinning
I tried to take out the rams, I tried one in different slot etc and nothing happen
I toke out all and I tried the cpu with rams. outside the case and is not working
I 've checked de power supply crossing green and black and the fan spin.
I set up all again without graphics card and sometimes takes 20, 30s before start reboot again but is not video.
is possible the power supply show some power spinning the fan but is wrong? I can't check watts ( no tools)

sometimes reboot after 2 seconds or 20 seconds, 1 minute,

Well. Ive got the solution after mount unmount the cpu and check cable by cable.. Testing.. The cooler under mobo touch the pc case so i used a cardboard between the mobo and cpu case. Now works fine
