Desktop Resetting To Windows Default After Restart

Hey guys, another problem. I recently upgraded my GPU to an Asus HD 7970 Directcu ii and a strange problem keeps happening. Everytime i restart my PC all of my desktop resets itself to the windows default. My wallpaper is changed, my icons are all gone, even my taskbar shortcuts get deleted, and all of my defaults have been changed back. Everything is still installed, its just a pain going through all this every time i switch my computer on.

I have the change the wallpaper set all my default programs,set up rocket dock, rename all the shortcuts, and change the icons, and its a pain in the ass.

Does anyone know what is causing this and if there is a solution.

(also im running windows 8.1 x64, and i upgraded to ati from nvidia)

It sounds to me like a corrupt user profile. Create another, log into it and test. If all is well, move every thing over and delete the old profile. Good luck!
