Desktop turning black when cursor is moved over it.

This happened a while back and then stopped. It just started again. My desktop is turning black, whenever I put cursor over it. Its not all at once, it happens square by square(about the size of a medium desktop icon).

Would anyone know why this is happening and how to fix it?

Here are my PC specs:
Corsair Obisidian 450D
Intel Core i7-4790K Overclocked at 5.00GHz
Corsair H100i CPU Cooler
EVGA 850W GQ
MSI Z97 G45
EVGA GTX 960 FTW
16GB Corsair Vengeance DDR3-1600 (4x4)
Samsung 850 EVO 500GB
WD 1TB Blue

WOW! 5 GHZ i7! That's probably causing the problem. Although your system is not crashing, the high OC is probably causing this to happen.

I would tone it down a notch to 4.8 or 4.7 Ghz. 5.0 is waaayyyyyy to high.

Thats not the issue, because when this happened before I had an i5-4690 and it still happened

Does this also happen when using the igp? Means taking the gtx 960 out and use the motherboard video output.

I never tried it, but when I had a GTX 750Ti installed.
