You would be better served by upgrading your RAM. If your motherboard supports it (need to know the model number), I'd suggest replacing your 2GB with 8GB. For a decent graphics card upgrade, you would also need to replace the power supply.

Hi, some question:

1. Is this a OEM PC, like from HP, DELL, Compaq, etc?

2. What would you like to do with the PC (game, work, game and work, etc.....)?

3. If gaming, Can you share what kind of games, or name some title?

4. Is U$250 the top budget?, or Can you add some more money if you have to upgrade also the PC Case, PSU, etc.?

1.Yes, it is hp p6000 series

2.gaming and simple edit

3.CSGO , PUBG Lite and Minecraft

4.emmm , maybe can 275dollar.

1. you need more ram, 2gb can do nothing. On ebay, you can buy a 2 x 4gb ddr3 ram kit for $25 or so.

2. If you want to game, you need a discrete graphics card. Unfortunately, a 200p psu limits your options.
A GT1030 will cost you about $90 for the Gddr5 version. It is low power, about 30w which the slot can handle.
About the strongest I would try would be a GTX750ti at 60w which should be similarly priced.

3. You may not have thought about it, but a ssd is a wonderful performance improvement.
A 250gb ssd will be about $50.

mmm for that amount of money and such an oldish system not sure you will be able to accomplish great gaming, not even adding more RAM and a really basic GPU (200 watts PSU not a huge amount to pick a decent GPU).

This is the cheapest thing I found right now that will atleast have some decent performance with low details settings:

PCPartPicker Part List

CPU: AMD Ryzen 5 3400G 3.7 GHz Quad-Core Processor ($149.99 @ Amazon)
Motherboard: Gigabyte B450M DS3H Micro ATX AM4 Motherboard ($72.99 @ Best Buy)
Memory: G.Skill Ripjaws V Series 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory ($64.99 @ Newegg)
Case: Cooler Master MasterBox Q300L MicroATX Mini Tower Case ($49.13 @ Amazon)
Power Supply: EVGA 500 W 80+ Certified ATX Power Supply ($59.99 @ Amazon)
Total: $397.09
Prices include shipping, taxes, and discounts when available

For the motherboard (https://www.gigabyte.com/Motherboard/B450M-DS3H-rev-10#kf) and the Ryzen 5 3400G, you will have to make sure that the BIOS is atleast version F40 (if the stock is new it should be)

Keep in mind the Ryzen 5 3400G have an integrated (very decent) GPU, thats why I added 16GB of RAM in dual channel in the build, cause the integrated GPU will use it as VRAM.

Cheers

Theres a problem with that build, the Gigabyte GA-H110-D3A does not support Intel 9th gen CPU. So the Core i3 9100F wont work on that motherboard. You need atleast a H310 motherboard to use 9th gen intel CPUs.

As an example: https://www.gigabyte.com/Motherboard/H310M-DS2-rev-10#kf

Also if you can find the right motherboard for the Core i3 9100F, try to get 2x4GB DDR4 2133/2400MHz (identical sticks of even better a kit), instead of only 1x8GB DDR4 stick of RAM. Dual channel memory should give you a few more FPS when gaming and should also help while editing.
