[SOLVED] Despite high end parts my PC has been running slow recently

My PC is not one to struggle even on the desktop homepage it has 16gb of ram a 1060 6gb, 650 Watts of power and a ryzen 5 CPU. However recently upon certain start-ups it is really slow and I mean really slow. It's not disk usage, start up programmes. Even when I shut it down it takes ages to power off. Does anyone know what is wrong with my PC?

Minimum is forty three and maximum is 53, my Norton subscription has ended but I installed another free antivirus and scanned. No threats were found

Also to give you an idea of how slow it is I normally run war thunder at around 150-200 fps, when it acts slow it is at 20-30 Fps and very stuttery. Also YouTube videos are stuttery and buffer despite the buffer line being far ahead

oh this is solved, it was just system interrupts using up my CPU
