Destructive formatting on Windows 10?

So, my Lenovo Ideapad has been nothing but trouble for me recently (running slowly) and I decided to preform a destructive format (pretty much meaning I'm wiping the whole thing) but I can't get it to work. I don't THINK I have that much data on it but it's been near two hours and it's still on 1%.
So, my question is, is it normal for it to take that long? And if it's not, is there a way to wipe the system clean without using the regular method of going through the windows settings?
Or would there be any SAFE software I could download to a USB stick that would wipe the system?

What is your ultimate goal here? Is your goal to have a brick of a laptop or to do a clean install of Windows?
