Detect Hardware breakdown issue

Need your help to figure out which hardware broke!

Came home yesterday and the desktop wouldn t boot.
After powering on you can hear 1ms a high pitched noise and fans+light flickering.
Thats it no mainboard err codes. I assume its either psu, mobo or cpu how to figuer it out?

specs:
asus maximus hero vi
4670 intel

Since 8 years old do i really think that the psu is the problem so may be best to upgrade it.Depending on the gpu should a good quality 450watt/550watt psu be fine.
For on a budget is the new Corsiar CXM series (black/white) a good model or the Seasonic S12II series.
If you have a spare PSU, try it out. Odds are that if you aren't getting a Q-code on the motherboard, either the motherboard is very badly damaged, or the PSU isn't providing enough power to run the motherboard (I.E. it's completely shot).

What are the other parts in the computer, including make and model for the PSU?
 
running an 8 year old enermax modu 82+ (at least what it says) with 525w

evrything else should be irrelevant (since i tried to start from mobo directly no wireing issue)
tested:
cmos(y totally pointless i know i am a idot)
fan wors from the psu (connected 16 with 17 pin) but that dosn t mean voltage is else is failing
