Determining Dead CPU

Brief info on my PC -

It's around 4 years old and for a while the system would turn on and off when I would try to boot but then eventually it would turn boot correctly and run great until it was turned off, then it got worse and the times it would boot it would forget the BIOS settings ( I tried a new cmos battery no success )

Last time it shutdown I left it in a boot cycle for approximately 48 hours and I noticed it wasn't powering any of usb connected devices so I tried switching the motherboard and now it doesn't even display any video or usb devices.

Today I switched the power supply but no success, the PC turns on and all lights and fans turn on but there are no beeps, I'm not sure if the motherboard speaker even works but it never beeps even with no ram installed

EDIT 1: I tried switching to the old motherboard with this new psu and now it just turns on and off ( boot cycle)

your better off buying a post it card from ebay or amazon. it tell you where your mb is locking up..also with your errors of mb not holding cmos settings can be the battery is bad or weak or the cmos chip on the mb went bad.

bought the diagnostic card and it gives me the 01 code that it's checking the cpu and then the PC itself shuts off and then the card displays 04, Tried it again and it was giving me F1 error ( AMIBOOT.ROM file is not in the root directory). I went to the kitchen and back and then I heard slight crackling and it started smelling burnt so I had to remove the card.....

sounds like the power supply or another part has failed.

I bought a new CPU, PSU, Motherboard, and it STILL WONT BOOT. It just turns on and everything spins and all but the USB ports on the MB don't receive power and there's no display or anything.

Edit: The MB was used but reportedly working last time it was used, I'm thinking my last option is to buy a new motherboard. Perhaps putting all new components on a used motherboard messed up the CMOS or something.
