Determining if motherboard or power supply is the issue

1 TB Seagate HDD
RADEON 7970
530 Watt PS (can't remember brand)

Yesterday, something died in my desktop. The motherboard LED's light up (which is actually unusual since I had this disabled in the BIOS), all the fans come on, hard drives spin up, etc. However, my video card's fan's do not spin up nor do I get any type of signal from them. I popped in an old PCI-E card I had and got no signal from it either. This was an old low-end Nvidia card and doesn't have a fan, nor does it require external PCI-E power plugs like the 7970. So I was unable to determine if there was any issue with the PCI-E slot or the power supply by doing so. So here is the real question:

Let's assume the motherboard died for a moment. If this were the case and the power supply was still good, should the fans on my 7970 still spin with the external power plugs connected? Or is that dependent on the PCI-E bus working on the MB?
 


Yep, tried clearing with the jumper as well as pulling the battery. Same behavior regardless.
