I took about 5 hours of my game time on tweaking the Display and Graphics settings of this game to find the sweet spot fps(50-60+ fps). I hope this helps anyone struggling to find the same.

Display:
DirectX 12/11 (it doesnt matter, results are the same, beware of micro stuttering in DX12)
Fullscreen On
Exclusive Fullscreen On
Resolution 1920x1080
MSAA Off
Refresh Rate 60Hz
Vsync Triple Buffering
Field of View 85%
Brightness 50%

Graphics:
Texture Quality Very High(Ultra takes nearly 8gb so its practical to use VH only with minor difference)
Shadow Quality Very High
Contact Hardening Shadows Off
Temporal Anti-Aliasing On
Motion Blur On(User preference)
Depth of Field Ultra(User preference)
Bloom On
Lens Flares On
Volumetric Lighting Ultra
Subsurface Scattering On
Cloth Physics Off
Ambient Occlusion Very High
Parallax Occlusion Mapping High
Screenspace Reflections Ultra
Sharpen On
Chromatic Aberration On(User preference)
Level of Detail High

My System:
i5 4460
asus H81m-d
Zotac GTX 1060 Amp! 6gb (+110 core, +350 mem)
Zeppelin RAM 8gb 1600mhz, 4gb 1600mhz(12gb total)
Seagate Barracuda 1tb
Toshiba 1tb
Trendsonic Eco Friendly 700w PSU

Might if I need to, but I dont think so yet. I leave it off since it gimps fps, im not always looking at clothes. I didnt experience any screen tear. I use "Let the 3d app decide" in NCP to avoid conlficts.
