Question Developing apps for IOS & Android ?

Hey folks,
I am considering developing apps for IOS and Android. Is there a good cross-platform framework? I have seen flutter. Next question is whether I use Flutter or Swift or whatever, do I still need to use Xcode to compile it?
Lastly, I believe I need to use Xcode 14.1 as of this point. What would you recommend as the cheapest way to get there? Used Mac, Older Mac (which I have), and use open-core to install Ventura, or use Virtualbox and run Ventura in virtualization?

Running macOS on a non-Apple machine is technically a breach of their license agreement, so I wouldn’t do that if you want to be a developer for their platforms. As for the actual programming, I think you may have come to the wrong place. These forums are geared towards troubleshooting rather than code, developers, etc.

You can typically find a used MacBook for $400-500 but the ram would only be 8GB typically.
