[SOLVED] Device Manager Refreshing Caused By Network, but Uncertain How to Fix.

So, I have been playing Rainbow 6 Siege for a while, but it just recently acquired this stuttering problem. I did a lot of troubleshooting to find out that my device manager refreshes every second or so as if a device was being un-plugged and re-plugged. After lots of troubleshooting later, when I unplug my Ethernet it stops. So I assumed that it was a driver problem, but all of my drivers are up to date, so I went to task manager. There are no suspicious tasks running in the background, so I checked network usage, and nothing but chrome uses it (having a video running, nothing downloading). I have reset my router and reset my adapters, but this still happens. How may I fix?
 
Solution
Try another known working Ethernet cable.

Ensure that the cable is securely plugged in on both ends.

And even if the drivers are up-to-date there is still the possibility that the current drivers are buggy or corrupted.

Download again via the manufacturer's website. Reinstall and reconfigure.
