Device Manager shows Microsoft Basic Display Adapter, can't install recent drivers (RX 580)

Hey I just upgraded from my ASUS ROG Strix RX 470 4GB to a Sapphire RX 580 4GB and in my device manager it only shows Microsoft Basic Display Adapter, when I try to install the most recent drivers (happens from both AMD and Sapphire) my computer black screens and doesn't come back on. My specs are as follow

Windows 10 64 Bit
AMD Ryzen 5 1600 Processor
ASUS Prime B350-Plus MOBO
Corsair Vengeance LPX 3000Mhz RAM (8gb, 2x4)
1TB Toshiba HDD
and a Corsair CX 650M PSU

All of my MOBO and Chipset drivers are up to date. I have tried a fresh install of windows, cleared CMOS. Someone please help me figure this out I can't play my games because whenever I go to play a game it says theres some sort of error with DirectX, also, GPU-Z will show the specs but still lists the GPU as Microsoft Basic Display Adapter...

Since the 470 worked I'm assuming, have you dl'd the 580 driver set to desktop, and install it with the 470? The core drivers are the same, especially concerning directX, the only real difference being optimizations specifically targeted to the different cards.
If you can install the 580 drivers using the 470, then swap cards and see if it works that way. If not, then you should be able to return the drivers and gpu to the 470 setup, then swap cards and do an update rather than a clean install.
But do wipe out the original 580 drivers that you downloaded and start with a fresh copy, it only takes 1 corrupted byte of info to mess everything up.

Solution
make sure your mb bios is at PRIME B350-PLUS BIOS 0613
Improve system stability.
if not download the bios to a usb stick and update.
after the update the the gpu not found. go into the bios look for primany display and muilt monitor support. set the display from auto to peg/pci and turn on muilt monitor to turn on onboard and gpu video at the same time. you should then see both gpu in windows.unless the gpu is bad or there bent pin or dirt in the pci slot.
