devices cannot obtain ip address

all but 2 devices can obtain an ip address to my TL-WR940N. i have reset to factory setting several times. i have no idea what is going on. the 2 devices are my PC which is connected wired and my Smart Tv which is wireless. however, they do act like they disconnect without disconnecting completly. im not sure at all what is going on
 
Solution
It happens only when there is a Restriction or Filtering system enabled, it could also be that your router has reached the maximum number of devices that can be connected to the router. Also try changing the DCHP client range to the max in the router settings...

Solution
I assume that you have set your router to act as a DHCP server, this may not be a default setting.

Are the two devices configured for DHCP or have you given them a static IP address.

What do you see on your PC.

Open command console and check output of

ipconfig /all

What IP address is showing for your PC.
