Question "Devices changed ( cpu or memory) or cmos have been cleared" Recurring Problem

New system and every time I turn on the PC it prompts this problem. I thought this would only pop up on the very first time I boot up the PC but now it keeps on persisting. I've already tried reseatting the RAM sticks, but to no avail. It keeps on resetting my Fan settings, XMP profile, and Boot priorities (basically all my BIOS Settings). I don't think it's a CMOS battery problem because it saves the Time and Date as to when I've turned it off. Any ideas why and how to solve this recurring problem?
