hey guys ive been looking into getting a new cpu and i keep looking at the i5 4690k. oddly enough i found that different sources are saying its devils canyon and different say its haswell? excuse my ignorance this is my first time building an intel based system, so i don't know much about their products.

Yep.

Haswell was refreshed with a few CPU's. Code name "Devil's Canyon" for some reason.

The main reason for the refresh was to improve the local HEATING issues on the previous Haswell CPU's so they can be overclocked a bit higher if desired. Otherwise they're pretty much the same.

i5-4690K is a great CPU.

May wish to use the Cooler Master Hyper 212 EVO or Noctua NH-U12S. The Noctua is quieter but more expensive.

I recommend using a light overclock, possibly what the motherboard allows (varies by motherboard). For my ASUS I select overclock in the BIOS, it reboots and you'd probably get about 4.2GHz for your CPU.

would a xeon e3 1231 v3 be a better choice? i mean out perform the 4690k running at around 4.2 Ghz? im really intrigued by the price and the performance.
