Diagnose my PC problem please (after clean install)

I'm trying to diagnose my PC

The problem is not the game but it gives a good demonstration
It's not a video card problem
It was way worse before I installed intel rapid storage technology but the computer behaviours bad out side the game too. It's happened to other pc's I've clean installed on. Before the clean install i could exit the game and reentre and it would go back to normal and fix the problem, not after clean install. The problem is much bigger than what is just happening in the game, the problem is part of something bigger than what is just happening in the game. NEED HELP!! (I've updated all drivers)

Windows 10 (windows 7 is what was installed on it when I bought it off ebay)
500gb hard drive using rapid storage with 60gb ssd
16g ram
7970m graphics card but won't install otherwise freezes I'll fix it soon.
Intel hd graphics 4000 which should be fine running this game (it's not the graphics card, I've tried other ones)
Processor i7-3630QM
It says up the top of device manager: DESKTOP-T0V1055
It's driving me nuts
(The problem persists outside the game and is slow (late to respond)

It's something I havntt installed, I'm getting an ssd soon to see the problem persists, but If it doesn't then i don't want to just mask the problem.

I'm thinking a driver install or bios update? What are some other things like this? Can you list some soultions please. Like something I'm forgetting because it was better before clean install. Although before clean install it and the os was installed on just the ssd.

I'm gunna try and turn off windows 10 antivirus I think that is the problem.

Didn't work, sure it has something to do with os like turn off or on certain settings.
Or install something..?
