Diagnosing your pc... preparing automatic repair

Hey guys I was just casually playing some counterstrike like normal and when nightfall came I turned off my computer. Keep in mind about 1 month prior to this i changed my Power supply and graphics card. After i got home from school i wanted to play some games so i booted it up normally through bios and everything then it doesnt even go to loading windows. It shows the same screen but below the windows logo it says "diagnosing your pc" Then it brings me to automatic repair. I have tried startup repair and trying to get to safe mode but neither worked.
I also tried to refresh my pc(deletes all programs but keeps all personal files) but i also got an error when i did that... Im truly stuck at the moment and ive got a $1000 computer that isnt available for use 🙁 Thanks for all the help in the meantime!
 
Yes, so you will need a bootable device with windows 10 on it and then you will change your boot priorities in BIOS to boot from that bootable drive (your DVD drive, a USB drive, etc...) and then work through the installer there. There are a lot of step by step guides for this if you ever get stuck as well.
