Question Diagnosis Help Requested

I have a Lenovo Desktop H530s Desktop that had begun experiencing a strange issue. I can usually figure these things out, and if I can't, as I work for an internet & telephone company, one of our techs can usually help me solve any issue, but in this case we are all stumped.

This system has begun randomly, and the only way I can describe it is, the video "rolls" or seems to "refresh" rapidly...But it is not the whole screen, but it is usually the browser, or whatever window is open on the desktop. If I am in a browser when it begins I can't close it, and if I try cntrl-alt-delete, once I can bring it up, it does the same thing that is happening in the video below.

I have run multiple virus and malware scans: nothing found

I have run system diagnostics: nothing found

I have changed the batteries in my wireless keyboard: no issues with it before or after

Wired mouse: no issues

I have all updated drivers from Lenovo.

The system is kept clean and free of dust and other debris, and this just began happening...

Any thoughts, ideas, suggestions or direction would be greatly appreciated...
