Diagnostic tool question

There are numerous bootable diagnostic programs out there. However, none will simply tell you that a particular problem it finds is the reason that Windows won't load. You would have to determine that. What kind of problem are you having? Usually if Windows fails to load it's either a hard drive or memory issue, or a SATA driver issue if you're using a SATA hard disk. We use PC Certify's Professional Diagnostic Tool Kit, and it serves our purposes. However, there are others, and you should do a web search and check them out to find the best that suits your needs.

Really a lot of help I think..If this is in the wrong forum I'm sorry. I had a friend build me a new system this weekend.

I'll try to tell you what its doing as best as I can.When I power it on it beeps and then goes thru all of the info screens and then goes to a screen with lot off info.I wont type it all but it starts out with this."We apologize for the inconvenience but windows did not start successfully.A recent hardware or software change may have caused this." It goes on to tell you a lot of things and the option to start in safe mode,safe mode with networking,safemode with command prompt and normal mode.It wont do any of them.
What I was doing just before this happend is I had installed a game and then decided to delete it.I deleted it and rebooted and then the trouble happend.Does anyone have any idea what could have happend?I have system restore turned off.Does it sound like a system problem or could it be a corrupted BIOS?I'm not real computer savy..Hope someone can help....So then I decided to reinstall Windows and this...Wont install.I had a problem that I posted here in another forum and got some advice.Nothing worked so I decided to reinstall WINXP PRO SP2.It goes thru the setup,reformat,copy files etc.When it reboots it goes to a blue error screen that says at the top...<"Windows has been shutdown to prevent damage to your computer>" Right under this it says,.Then there is a hole lot of other info.Does anyone have any idea whats wrong and why Windows wont install??
