Dialing Rules different in 7 vs. XP?

I just got my work laptop re-imaged to Windows 7 from XP, and I'm having an issue with a program (Mitel UC Express) I use to dial phone calls.

As far as I can tell, my settings are all the same as they were before, but my computer seems to have gone stupid when it comes to dialing rules. In the past, I could paste a number in my dialing box in any format and it would be smart enough to figure out when to add a 1 (long distance), when to drop the area code (local calls), etc. Now, however, it will only work if the number is in exact canonical format.

I don't understand why this would have changed from XP to 7, but I can't think of any other explanation. The problem is that I normally pull numbers from emails, web pages, and all kinds of other places, in addition to my Outlook contacts, and there's just no way I can make sure they're all formatted exactly right - if I have to take the time to do that, I might as well just use the dial pad on my phone.
