I don't know of any way to scan these without an adapter or a
dedicated scanner and both of these usually come with the necessary
software. My Canon scanner came with the adapter and instructions for
positive and negative film.

First you need the hardware.
Either a flatbed scanner with transparency adaptor, or better, a
dedicated film scanner.
The scanner software interface included with either device will scan both
the negs and slides as positives (it reverses the negs, compensates for
the organge mask in color negs, etc).
