ASRock Z97 Extreme4
i7 4970K (Devil's Canyon)
GTX-1070
DDR3-1500 8GB
Power Supply: Antec EarthWatts 650W

Background:
My motherboard/CPU/memory are about five years old. My PSU is about six years old.

Recently I have had problems with my three year-old GTX-1070 not turning on (restarting the computer 1 to 4 times would fix it). Whenever the GPU didn't work, the computer would still run fine on the onboard video.

Based on some advice I received I tried moving it to another slot. I did a bit of dusting as well.

At first it booted up fine (moving the card made the BIOS screen show). But about 30 minutes later the computer abruptly shut off.

Now the computer doesn't respond to the power switch at all. I may or may not still have USB power (I saw an LED on a dongle was still on at first, but it has gone dark now).

I suspected it might be my old PSU, but I had it checked and it was fine.

Have I fried my motherboard somehow?

I pulled it out to try it as a breadboard, but no response at all.

I took the PSU to a store thinking for sure I needed a new one (dying PSU would have explained my video card troubles), but just in case I had them hook it up to another motherboard, which POSTed fine.

The PSU also turns on when pinned.

How long did they test the psu for and was it powering similar power needs and under same usage conditions as when it powered off on you? Was the same psu cables used also?

The psu may turn on but if it can't sustain power especially when it warms up, it'll shut down. If it's not psu then yeah could be the mobo.

They plugged it in and turned it on twice.

I don’t even get USB power from the MB.

Thought to mention it. Cpu_fan if not connected can activate safety measures and prevent motherboard operating properly as it doesn't know if cpu is being cooled. There'd still be signs of power though.

Hard shutdowns, no signs of life does indicate voltage regulator issues whether it be psu which you know works so cant be that or motherboard vrms or other electronic circuitry dealing with power.

Electronics is funny. My avr had power issues and fixed with an 80c capacitor the size of a baked bean. Was ready to buy a new one but luckily came across a post pointing to the most likely culprit. The capacitor looked fine though but def was it. It's been two years since and no issues shutting off.

What to look for on the motherboard, i wish id know. Bulging caps maybe?

Could moving a possibly failing video card to another slot have caused this, or might my video card issues have been a dying mobo issue all along?

Or could a failing but still alive PSU have killed my mobo?

Usually if video card is dying it won't take the motherboard with it. Changing slots wouldn't have done anything unless the PC had power during the move which i don't think you did that.

Can rule gpu out if it works in another machine.

I suggest getting the motherboard checked out.
