Did my CPU liquid cooler die?

I've had a lot of various problems with my computer in the past month, but I was never able to figure out what the source was. the latest problem, however, seems like it might be my CPU or the liquid cooler for it.

the last time i was using my PC a couple days ago, it suddenly shut down on its own and a burning smell started coming from the case. along with the burning smell was also another strong, horrible stench. i've read some people describing an ozone smell, and i think that might be it. after opening my PC and trying to locate the smell, it seems to come from my CPU area. the power supply doesn't have a smell and it still gives power to the PC. everything else looks fine and doesn't smell, and there's nothing that looks wrong or out of place on my motherboard. i've read where caps on the mobo can mess up or explode or w/e, but all of them look fine on mine.

i should also mention that the fan the liquid cooler feeds into recently started making a noise. i don't know how to describe it, but it wasn't too noticeable (especially when the fan was at full speed), it was just kind of a light grindy sound, almost like the fan was loose or something, i don't know.

so, could the problem/smell be coming from my CPU, its cooler, or would it be something else. for the record, my PC was a pre-built from iBuyPower, so i don't know anything at all about the cooler. the PC is about 3 years old and has never had problems before. i also dust it out every once in a while, so it's not overly dirty/dusty inside. and if it matters, my CPU is an i7 2600k. it came overclocked at 4.5GHz, but i recently reset it to factory about a week before this happened.

right now my PC is unplugged and not in use, because the one time i tried to turn it back on (to check if it had power going into it from power supply), the burning smell got really strong. it did power on, though. and i also don't have any spare parts i can test anything with.

Sounds like something gave out and burned out

If your cooler failed and there is no leak, then your CPU may overheat. That could burn your thermal paste if it's dried out enough. Your CPU should be safe as it should shut down when it's hit it's thermal ceiling.

I would try and take off the cooler and check on the status of the thermal paste.

Other option could be damaged wires causing the burn or something on the motherboard failing. PSU also might have issues, giving out bad power causing something else to burn.

i just opened my PC, took the CPU fan off, and checked the thermal paste.

how bad does that look? do you think that could be part of the problem?

all the caps look fine, and the CPU itself doesn't look damaged or worn down. also, the smell is unquestionably coming from the CPU/fan. they both smell like it and all the other components smell normal.

my specs are:

mobo: Asus P8P67LE
CPU: i7 2600K
GPU: Gigabyte HD 7970
RAM: Corsair 8gb DDR3 (don't know the exact type)
power supply: ATX 800w
main hard drive is a 60gb SSD with OS and other important stuff. alternate is a 1tb HDD with everything else.
 
now I have a new problem. I removed the CPU, cleaned all the thermal paste and reapplied it. But as I was putting everything back together I noticed the cooler was leaking liquid and a bit of it got on my motherboard. First of all, I have no idea how this cooler works, but I'm guessing I should replace it if it's leaking? Second, what do I do about the motherboard? It only got on a small part near where the USB stuff is in the back, but I don't know what I'm supposed to do. Should I just wipe it off and let it dry, or do I need to do anything else?
