Question Did my power supply fail?

Recently, my pc stopped working and it won't POST; no fans spin, only motherboard's RGB light remains on. I have an EVGA SuperNova NEX650G (650 Watt 80+ Gold) power supply. I tested the PSU with the paperclip method. The fan spun for one second and then stopped.

I want to know if this is a problem or expected behaviour. There is no ECO mode switch on this PSU.

Please let me know. Thanks.
 
The 'paperclip' method only tests that a PSU powers on, and doesn't determine 'fit for purpose'.

Given the fan is stopping, which the 650G shouldn't do is concerning.
Only way to know with 100% certainty, would be to try with another (known working) PSU.

CPU: AMD Ryzen 5 1600X
Cooler: Thermaltake Contact 12
MOTHERBOARD: AsRock X370 Killer Sli/ac
RAM: Corsair Vengeance LPX 16gb DDR4 3000mhz
GPU: EVGA Nvidia GeForce GTX 1080 8GB
And of course, EVGA SuperNova NEX650G
