I'm really confused here. Also I searched if anyone encountered similar problem but couldn't find anything.

I'm using AMD Ryzen 5 1600 processor. It is brand new and I haven't overclocked it. HWinfo shows that its base frequency is 3200, and its turbo frequency is 3700:

Recently I ran a test on PCMark 10 Demo version and got this surprising result that turbo frequency during test reached 3800?

1) Is this normal?

2) Is there any way I can lock my CPU so that no program can overclock it past 3700?

Thanks.

Adding to TJHooker's answer: if it IS managing a boost to 3.8Ghz it's only doing it under a light bursty load for brief intervals and probably pretty rarely. That means it won't put much of a load on the VRM, won't generate a lot of heat and won't consume a lot of power.

If anything, that your system can do it probably suggests it's well suited and optimized for the processor you have in it!
