Question Did you upgrade 12900ks to 13900kf ?, max temp difference ??

On some games the difference in frames per second was as little as 5-10 here or there. Although, for other games, the gap widened to around 30% higher FPS or more. Temps did not increase in any significant way, the 13900KF stays relatively consistent with the 12900KS. It's really up to you if you are willing to shell out for a slight boost in performance here or there. Just remember you will see a much more significant jump in performance if you were to put that money into a more powerful graphics card over a new CPU.

Was the lack of temp rise from your own observation or reports elsewhere ?

The data I referenced was sourced from other reports. Over a wide range of games, the temps stayed within a few degrees of each other.
Deed is done and yes temps around the same although a little cooler when not busy !. Reaching the same 60c when gaming and max Limited to 80c in the bios too. My old Noctua NH-D15S doing very well with Thermal Grizzly Kryonaut Extreme and custom fan curve.
