It opens when you return to Los Santos on a mission I think. I've seen
a couple of guides which say it opens during 'nines and aks' mission
but it doesn't. I could also only find the one store, very expensive!

Nines & AKs is a mission of GTA III, not San Andreas.

You are definitely mistaken Venty.

Nines And AKs is an SA mission where you meet a chap to get a weapon.
Ammu-Nation only opens up after the mission Doberman, and this is the
only place to get a 9mm handgun so early in the game without exploring
the city.

Well I hate to correct you, but Nines and Ak's is a mission in San Andreas,
a very early one I may add. However Nines & Ak's opens up Binco, not Didier
Sachs. Didier Sachs is opened when you do the last mission of the Casino
strand, "Going home" or "Going back to Los Santos" I'm not exactly sure of
the name of that mission. But after you pass if it opens up for you.

Forgot to mention, perhaps the one(s) you're thinking of are the D-Ice
missions involving the Purple Nines in Witchita Gardens, Shoreside
Vale.
