Really need more details. I guess it would depend on the situation if your GPU is dead or not, but yes, if there is a malfunction with the chip, the fan could still work. The fan is really no different from a fan on a CPU heatsink. The CPU may be dead, but if the fan is plugged in and the power is on, the fan will spin.
