Diff between AGP 2 vs AGP 3.

Since AGP 2.0 and AGP 3.0 both use 1.5V whats the difference between them hardware wise? Software wise?
I know that an ATI 9800 cant use 2.0?, but must use AGP 3.0?
Does a mobo BIOS upgrade make a 2.0 AGP become a 3.0 AGP?

AGP 3.0 specifies 0.8v, but I have the feeling most boards are doing AGP8x using the 1.5v voltage from AGP2.0. Yes, it is possible to have mixed specs, some early AGP4x cards used 3.3v signals (hence the warnings from motherboard manufacturers).
