I'm looking to upgrade my current 1060 3gb to an 2070. I'm looking around finding the right one for me. But I came across something that I would like answered
When looking for 2070's I found these 2:

But I'm not sure what the difference is except the price. I've been looking at the specifications and the only thing I can find is the difference between the first and second card is: Max turbo frequency with the Z having a max of 1,83Ghz and the normal one having 1,62Ghz.
My first question is: Does this only apply when overclocking?
And my second question is: If not, does it make a lot of difference? Or is it just a slight difference?
