Difference between 3.0ghz and 4.0ghz

I am in the process of buying a new cpu and am wondering if the Intel i7 quad core processor with 3.0ghz is a big difference from the Intel i7 quad core processor with 4.0ghz. the price for the 4.0ghz is about a hundred dollars more, so i was wondering if the 4.0ghz is worth the price. Thanks

It depends largely on the processors you are comparing, as GHz is far from the only important thing to consider.
