Difference between C15 & C16 RAM

Hi,
I'd like to know whats the difference between Corsair Vengeance LPX C15 and C16, because I've seen they both have the same 3000 MHz.

Is C16 the new model with same or better characteristics?

Higher latency number is laxed. Lower latency number is tighter. What is the make and model of your board? Better yet, what's the rest of your build looking like?

I don't have decided my other components yet but, I'm going list them so you can help me with them aswell.
That's what I've in mind:

CPU: AMD Ryzen 2700 or Intel i7 8700
Motherboard: MSI X470 Gaming Plus or Gigabyte Z370 HD3
Ram: Corsair Vengeance LPX, XMP 2.0, 16 GB (2 x 8 GB, DDR4, 3000 MHz, C15) or C16 ?
SSD/HDD: Samsung 960 EVO NVMe M.2 or 970 (I don't understand why 970 is cheaper)
GPU: ASUS DUAL-GTX1060-O6G or Gainward GeForce GTX 1070 8GB GDDR5
PSU: Corsair TX550M
Chassis: Nox Hummer ZN ATX
OS: Win 10
