Question Difference between EFI system partition and Reserved?

I searched the forum a bit, saw some similar stuff, but not quite the situation I'm in or the question I need answered.

The April 2019 cumulative Windows update keeps failing to install. Based on the error code, Microsoft agents on their forums say the error means it's because the update needs your "System Reserve" partition to be at least 500MB in order to install.

When I look via Disk Management, It only shows the EFI system partition (260MB) and then my primary C: partition. So I was just hoping to use 3rd party software to shrink my primary partition from the left/beginning and then extend the EFI partition to the right to 500MB, because I was assuming that this was the partition they were referring to as the "System Reserve"

However when look at DISKPART in the command line and using the 3rd party software (Easeus Partition Master), There is actually another hidden "reserved" partition that is only 16MB in between the EFI System partitions and my C: partition.

So my question is which partition is the one that needs to be 500MB? Will I break something if I delete this 16MB reserved partition that didn't even show up in Disk Management? It seems like this really small partition is in the way of me doing what I wanted to do by shrinking my primary and extending the EFI.

Mine goes, Recovery, uEFI, then OS. They are all different depending on if it was a clean install, a OEM partitioning scheme (hate those. they put like 6 partitions in), and if it was an upgrade from say windows 7 or 8, or if it is Legacy BIOS or UEFI boot.

Since the system will have to restart my advice is just to set them both to 500 and get it all done at once. Giving up 750 megs is nothing.
