Difference between FHD and IPS FHD

I know that FHD is Full HD, but what is the difference between that and the IPS version? I'm looking at getting a new monitor for fairly cheap, but I don't really want to skimp on the quality of it, because I do what I would call moderate gaming.

IPS = kind of panel
while an unspecified FHD will use a TN panel

TNs are faster and more responsive
while IPS has far better colours and better viewing angles

IPS panels have better color accuracy and a wider viewing angle without color shift than TN panels.
