Difference between PCI-E 2.0 x16 by 16 lanes and PCI-E 2.0 x16 by 8 lanes

This is a pretty odd situation for me, as no one ever asked this question, as far as I seen. The PCI-E x16 by 16 lanes was unusable caused by a broken latch.

The question here is, "What is the difference between PCI-E x16 by 16 lanes and PCI-E x16 by 8 lanes?"

If you are wondering what my motherboard is, it's a Jet-Way HA20-85x.

the latch is not important as long as the slot is fine there is no need to worie as you can see here there is minimal advantages maybe a few frames
