Difference between Refresh and Reload rate?

When looking for a monitor I see the refresh rate which is measured in Hz and the reload rate which is measured in ms delay. What is a refresh rate? What is a reload rate?

Thanks! Trying to understand monitors
 
Refresh rate is how often the monitor can accept a new screen image from the video card. I hadn't heard of reload rate before, but it might be a bad machine translation of response time, which is a measure of how long it takes a subpixel to actually change brightness from one level to another. However, that often varies significantly depending on the starting and ending level, so distilling it down to a single number makes it mostly meaningless.
