Difference between reset button and holding power button on PC

I've never used the reset button on my computer. Whenever my pc gets stuck, I just hold the power button for around 8 seconds until it turns off. Does the reset button do the same thing?

Also, do all computers turn off from holding the power button or does it vary by motherboard?

No, reset button doesn't do same thing but it's most like holding power button until shutdown and than pushing it again. Some times, if computer is stuck it may not help and you have to turn it off completely,
