Difference between these 23.6 and 24 inch monitors?

Other than the slight screen size and brightness difference, is there any significant difference between these two monitors?

Just about, it seems like. I don't think there are any meaningful differences in the specifications (other than the size that you already mentioned; brightness isn't worth comparing, since monitors are normally run below 100% brightness, often calibrated to 120 cd/m2 or 200 cd/m2). The VS247H-P has a higher average review, but a lower percentage of them are 5-egg reviews.
