Differences between regular nad T Skylakes

I am looking at a lower powered HTPC as it will be on 24x7 and wanted to check my thinking. I am looking at something like an i5 6600 / 6600T but with the power saving modes modern CPU's have is there really any difference between them in terms of consumption at idle / light work loads. Is the main difference the fact that intel limits the max it can output (power / heat)?

T models are noticeably slower however are the best option for fanless heatsinks or extremely small enclosures, besides that, the 6600 wins in every category.
That confirms what I am now thinking. In low power modes both a 6600 and 6600T will perform the same and draw the same power which is what I was after. Where it will be installed there is no thermal limit / small heat sink etc so I will go for a 6400/6500/6600 instead.
