differences domain policy and domain controller policy

what is the main diferences between domain policy and domain controller policy.When should I use it both?

domain policy is for the whole domain.

domain controller is for all your domain controllers (dc)...your servers
basically.

whatever you apply in the domain policy affect the whole domain including
all the OUs.
