Different bing image search results

When I used a regular internet browser I would get some results for a picture search.

Then when I used the exact same search using TOR I only got 1/3 of the results.

I have good reason to believe the government is [watch your language] with me from many other incidents but I just wanted to ask if this is some solid proof or if this is normal?

Having different results when searching in a secure non-standard browser would be proof of the government messing with you? I'd say "no". They'd just arrest you if they needed to and not waste time filtering your image searches.
