Different Cas latency 16 vs 17 and different Brand Ram but everything else the same. Will they work?

Hi I am thinking to buy an extra of 4 GB Ram since the 4 I have at times with Chrome when I open a lot of tabs and run any other programs my pc lags.
I want to ask
1)Does the brand matter?I've found a different Brand of Ram half the price of my current
2)From the site that I've bought the Ram it says that Cas Latency is 16 but checking the offical patriot site is says 17 also running the cpuz it says Cas Latency 17 https://imgur.com/a/cDWF3iq
So does my current probably runs at 17 Cas Latency ?Also the new I want to buy runs at 17 too

3)Checking everything else seems the same should I buy it?Or different brands don't work?

Mixing or Adding memory modules is hit and miss even if identical , you really won't know until you try them.

Yes , most likely will run , but there's always a chance they won't even if specs are exactly the same.

Buy from somewhere that has a good 30 day return policy.

If it works, great.
If it fails, send it back.

That's laptop RAM. You cannot use that in a desktop motherboard.
An adapter? If you wish to guarantee it will not work with your current RAM, sure. Go ahead and waste the money.

Send it back.

Ok I bought this ram http://eu.crucial.com/eur/en/ct4g4dfs824a for desktop this time everything works good until now and pc feels more snappy I've test it by opening a lot of tabs on chrome and some other programs and the pc didn't lag.If something occurs in the future I will update !
