Different core voltage readings than in BIOS

I set my core voltage to 1.3 in the BIOS, though it shows 0.8 in CPU-Z and 0.8 in HWMonitor, any ideas why?

The Bios is always right but I suspect .8 is the idle voltage. 1.3 for under load.

theres a difference between vid and vcore.
also under load due to power phrases being a REEEEEEEEEEEEEEE on some lower end motherboards the voltage drops.
