I have got a Ryzen 5 1600 which support upto 2667Mhz memory speed and my mobo is B450M which supports upto 3200Mhz RAM.

If i buy a 3000Mhz RAM then will it work with its full potential or work in 2667Mhz??

if not then is it same to get a 2667Mhz RAM or 3000Mhz since my processor capability is 2667Mhz only or how does it effect on performance like gaming and video editing??

To make the DDR4 3000 RAM work to its potential in a build with a motherboard that supports that speed you need to simply go into the UEFI BIOS and enable the DDR4 RAM's XMP Profile which is what I did with my AMD Ryzen 5 1600 and ASRock AB350 PRO4, 14 months ago when I built it.

Is this XMP feature available for the A320M chipset?

Its my understanding you can overclock the memory on the A320(M) chipset. CPU Overclocking is not available on the A320M.
I would find reviews of the specific motherboard you are considering to be certain.

Also keep in mind the ultra low cost motherboards may never get an updated BIOS like the higher quality 350/450/370/470 boards with support for bug fixes and the AMD 3000 series especially long term. My ASRock AB350 PRO4 didn't get AGESA 1.0.0.6 AMD Microcode update to fix RAM Speed instability issues until 6-7 months after most of the other competing brands and I'm still behind.
