Different wired speeds between computers

I was seeing speeds of 500/20 when I should get 1000/100. I called my ISP and the tech came out and tested it as 1000/100. This rules out the router and ISP. So the issue must be my PC or the ethernet cable. However, I'm using a brand new 25ft cat6 ethernet cable. And my motherboard is less than a year old with an Intel i211 ethernet controller (rated for 1Gbps).

I made sure my drivers were updated. What else should I try to diagnose?
 
Do you know what he was testing? If he was running a test at their own building and not the same one as you then the results aren't comparable. Do you have any other devices you can test? Try different testing services as well.

He used speedtest.net (connecting to the ISP's local server) with his laptop connected directly to my router via ethernet. I do have an old laptop and some extra cat5e cables. I plan to try that to see if I can manage to get the full speeds. I don't have another cable long enough to replace the one currently running to my PC, though.
